Christopher Scott founded StratoNet in 2017 to meet enterprise customers' specific needs in carrier and vendor management. StratoNet provides the best-in-class solutions from multiple vendors, all managed by them. With 20 years of experience in solving customer needs and owning a wireless company, Christopher realized that his company could offer customized solutions that were carrier and vendor agnostic.
He is a technology enthusiast, a respected leader, and advisor in his field. In his free time, he likes to work on customer needs. Additionally, he enjoys spending time with his family, managing his office in Mexico, fishing, and snorkeling.
Kelsey Penhale
Vice President
Kelsey Penhale joined StratoNet in 2019 with more than 20 years of experience in the telecommunications industry. Kelsey specializes in managing customer relationships, escalations, and business operations. She has been responsible for managing the growth of multiple channels for large enterprise vendors and delivering solutions and implementations for Fortune 500 companies. Kelsey's leadership in delivering best-in-class implementations and problem resolution has earned her high respect in the industry. In addition to her professional responsibilities, Kelsey is a mother and balances her family and work life effectively. During her leisure time, she enjoys sipping mimosas in Mexico!
Jennifer Colby
Account Director
Jennifer is an accomplished sales professional with 25 years of experience supporting Enterprise businesses integrating Network, Cloud, Collaboration, and Security initiatives to deploy, accelerate, and protect Applications. As an exceptional communicator with demonstrated success in building long-term relationships, she will engage at multiple levels within an organization to understand the challenges of the Executive team as well as the daily needs of the individual contributors. Customer Advocacy has always been her guiding principle.
In addition to being an avid reader she enjoys many crafts, thrift shopping with the girls, and living a healthy active life.
Anna Boustead

Anna Joined StratoNet in 2025. She brings with her 20 years of experience as a sales executive in the telecom industry. Her experience includes mid- to large-enterprise organizations across the commercial, government, and education sectors. She is known for building strong, long-term relationships and serving as a trusted advisor. Her focus on delivering reliable, scalable solutions that support mission-critical operations and long-term success has led her to join StratoNet, where she can offer her customers trusted choices. Anna enjoys travel, family time with her husband, kids, and granddaughters, riding her Indian motorcycle, and college football.
Devin Scott
Director - Sales Operations
Devin has worked in the telecommunications industry since 2014, with a strong focus on operations and network implementation. He has supported and delivered projects across voice services, international network builds, and cellular infrastructure. Devin brings hands-on technical experience combined with an understanding of large-scale network environments. In addition, he has managed complex projects that require coordination across multiple teams and stakeholders. Outside of work, he enjoys spending time with his family and two dogs.
